Senior Aviation Planner, FAA Regulatory Strategist

Scott Eaton is a senior aviation planner and FAA regulatory strategist with extensive experience supporting commercial and general aviation airports across the Northwest, including Montana, Idaho, Washington, Oregon, Colorado, Wyoming, and Utah. He specializes in helping airports develop Airport Layout Plans (ALPs), which provide a framework for future development and are an important first step in securing federal funding. Scott also helps clients navigate the complex federal policies and regulations governing airport development and funding.
His work includes FAA project eligibility determinations, grant administration, FAA standards planning, capital improvement planning, public finance analysis, airside and landside planning, airport land use compatibility planning, and airspace planning. Having worked from both internal FAA and consultant perspectives, Scott brings a unique understanding of the challenges airports face in advancing projects from planning to implementation. What Scott finds most rewarding is helping airports overcome complex issues and developing practical solutions that keep projects moving forward.
Outside of work, Scott is a member of the Electric City Dirt Riders, an off-road dirt bike club that hosts races and offers private access to motocross, sprint enduro, and off-road trails. He is also a Master Mason in Crown Point Lodge No. 708, AF & AM, Grand Lodge of North Carolina.
