Mark Dose, a water resource engineer based in our Spokane, Washington, office since 2025, has recently earned certification as a Technical Service Provider (TSP) for the USDA Natural Resources Conservation Service (NRCS).
What Is a Technical Service Provider (TSP)?
Technical Service Providers work directly on behalf of clients to deliver planning, design, and implementation services that meet USDA NRCS standards and criteria. This certification requires individuals or firms to demonstrate appropriate education, professional experience, and completion of NRCS-specific training. The TSP certification enables qualified engineers to support clients pursuing NRCS-backed programs such as:
By working with a certified TSP, clients can often accelerate both the application and implementation phases of these programs and improve project efficiency.
Areas of Specialized Focus
Mark’s work primarily focuses on irrigation system planning and design, including irrigation conveyance and infrastructure planning that involves canals, pipelines, and intakes. Mark is also ready to help clients develop crop water use calculations to design efficient systems. A very close second among his work interests is collaborating on fish passage projects, ensuring that infrastructure solutions support both operational needs and local ecosystems.
