Heather Mosser

Heather Mosser, PE, senior airport engineer and our Billings Airports Group Office Leader, provides expertise in airport engineering, project management, and General Contractor/Construction Manager (GCCM) projects. As a licensed Professional Engineer, she has led projects that improve airport infrastructure while helping communities grow and thrive.

Heather enjoys watching projects come to life and seeing the lasting community impact. The Billings Logan International (BIL) Airport terminal concourse project stands out as a career highlight because of the overwhelmingly positive public response it has received. “Seeing a project complete and the community enjoying it is the most rewarding part of my work,” she says.

Outside the office, Heather is actively involved in her community through school and youth volunteer opportunities, supporting parent organizations, and fundraising for local schools and, soon, college activities. Heather also volunteers actively with her church, as she values supporting others and building community. She believes these efforts enhance the quality of life across the area. Heather also participates in two golf leagues, where she enjoys connecting with professionals throughout the Billings community.
